Council and civil status software for local authorities in Cameroon

Opesware builds software for councils, city councils and regional councils in Cameroon: digitisation of birth, marriage and death registers, local tax and fee collection with Mobile Money receipts, council budget execution and citizen services, in English and French.

In short

The best council software in Cameroon starts with what citizens and mayors feel most: civil status certificates and local revenue. Opesware builds it from Douala: scanned and indexed birth, marriage and death registers with fast search and verifiable copies, fee and tax collection with MTN MoMo and Orange Money receipts, budget execution reports and online requests for residents, bilingual and usable offline.

What you get

Civil status register digitisation

Existing birth, marriage and death registers scanned, indexed by name, date and entry number, and searchable in seconds instead of hours in the archive room.

Copies and extracts

Requests for copies tracked from application to signature, with a verification code that lets a school, employer or embassy check a document with the council.

Local revenue collection

Market fees, parking, hygiene and sanitation fees, business taxes and permit fees collected by agents with handheld devices, receipted by Mobile Money or printed ticket.

Taxpayer and trader registry

Market stalls, shops, transport operators and billboards registered with location and amounts due, so arrears are known per taxpayer and per zone.

Budget execution

Revenue and spending followed against the council budget, with workflows that respect the separation between the mayor as authorising officer and the municipal treasurer.

Citizen services

Online and SMS requests for certificates, permits and complaints, with status updates, so residents stop travelling just to ask whether a document is ready.

Civil status records: what digitisation can and cannot do

In many councils, birth, marriage and death registers are paper books kept in archive rooms, exposed to humidity, fire, insects and wear. Finding an old entry can take hours, a damaged register can leave citizens unable to obtain copies, and forged birth certificates are a known problem for schools, examinations and employers. Births not declared in time have to go through a court judgment, which adds delay for families.

Digitising the registers gives each civil status centre a searchable index and an image of every page, protects the information if a book is damaged, and speeds up the issue of copies. It does not replace the legal register: the signed record and the official procedures remain those defined by law and by the national civil status authorities, including BUNEC (Bureau National de l’État Civil). Our software is the council’s own working tool; we do not claim any official integration or approval.

Local revenue under decentralisation

Under the General Code of Regional and Local Authorities, councils and regional councils carry more responsibilities and depend more on their own revenue. Much of that revenue is collected in small amounts, in markets, motor parks and streets, by agents carrying receipt books. Leakage is hard to measure when receipts are paper and payments are cash.

With collection on handheld devices and payment by MTN MoMo or Orange Money through our Mobile Money integration, every payment produces a receipt and reaches the system the same day, and the municipal treasurer can reconcile collections per agent and per market. Councils that bill water or waste services can add Opes Utility, and those managing land and building files can add Opes Land.

How Opesware works with councils

We start with an assessment of the registers, revenue sources and existing equipment, then deliver in phases: often the revenue module first, because it brings in resources quickly, then the digitisation of registers centre by centre. Screens and receipts are in English and French, which matters in councils of the North-West and South-West as much as in Yaoundé or Douala. Data is hosted where the council decides, access is by role and logged, and our cybersecurity team reviews the setup. Council staff can be paid with Opes Payroll (see our payroll software).

How to choose the right council and civil status software

  1. Are registers scanned and indexed so an entry can be found by name, date or number in seconds?
  2. Can a third party verify a certificate copy with the council using a code?
  3. Is it clear that the signed paper register remains the legal record?
  4. Does every fee or tax collected produce a receipt, by Mobile Money or printed ticket?
  5. Can the municipal treasurer reconcile collections per agent, per market and per day?
  6. Does budget execution reporting respect the roles of the mayor and the municipal treasurer?
  7. Is it bilingual, with role-based access, an audit trail and offline collection?

Frequently asked questions

What is the best council management software in Cameroon?

Software that improves civil status services and local revenue first. Opesware builds it from Douala: digitised and indexed registers, verifiable copies, fee and tax collection with Mobile Money receipts, budget execution reports and online citizen requests, in English and French, with on-site support.

Is your civil status software connected to BUNEC?

No. We do not claim any official integration or approval. Our software is the council’s working tool for its own registers; any exchange with national civil status systems goes through the official procedures and channels.

Does a scanned copy become a legal document?

No. The signed register remains the legal record. Digitisation protects the information, speeds up searches and helps detect forged copies, while certificates are still issued and signed under the official rules.

Can residents pay council fees by MTN MoMo or Orange Money?

Yes. Market fees, parking, permits and other charges can be paid by Mobile Money, each payment producing a receipt and appearing in the treasurer’s reconciliation.

How much does council software cost in Cameroon?

It depends on the number of civil status centres and the volume of registers to digitise, the revenue sources and collectors to equip, hosting and training. We quote after an assessment of your registers and revenue circuits.
